I'd recommend that you start with the KC705 exactly as the app note is written. When you have spent some time with the design and have more experience with it, then you can start migrating it to Artix for your final implementation.
 
It will take a bit of work to migrate to Artix.

None of the boards themselves have PHYs that support 4K resolutions; you need a FMC card.
 
Inrevium is a Xilinx partner who has developed HDMI 1.4, 2.0, and DP1.2 boards for some of our reference designs.
