You can use free webpack license which supports XPS (contains xps_tdp) for the smallest Zynq devices ONLY (i.e. XC7Z010, XC7Z020 and XC7Z030 only). If you are using a different device then you need to purchase license.
You'd at least need a standalone EDK license. It is much cheaper than purchasing the entire Vivado license (i.e. with purchased Vivado license you've receive an ISE license for free, which contains an XPS feature).

Based on your Xinfo, you don't actually have a license that contains a feature such as XPS. The licenses you have are the Vivado WebPACK license and also ISE WebPACK license.
XPS isn't supported by these type of licenses. You'd need either a device locked license that comes with the board kit or a full ISE license (or a standalone EDK license that contains both XPS and SDK).
Yes, you have XPS_TDP, however this can't be used unless you have a device locked license that contains this feature: xc6slx9
In your case, xc6slx9 feature doesn't exist, therefore you see this error:
 
ERROR:Security:12 - No 'xc6slx9' feature version 2013.10 was available (-5),
so 'XPS_TDP' may not be used.

Thank you. Yes this is clear. So - is there no way to do microblaze software development without a paid license? I am new to FPGA wor but I would like to experiment a bit with this.
