The license you've shared is an ISE_WebPACK license and not Vivado_WebPACK one.
Please obtain Vivado_WebPACK license and this will fix your issue then.

I suspect you are constrained to use that old version of Vivado. On the other hand, if you have the freedom to use a later version of Vivado the Webpack licensing is now automatic.  With the last few versions of Vivado, it is my understanding that you can just install it and start using the webpack supported devices without generating a license.  The 7z100t is definitely a webpack part.

Thanks Pedro! You're right, the Vivado version is inherited with the project. It seems like I'm doing everything necessary. I'm not sure why the license isn't allowing synthesis. Maybe I'll try the latest version and if the resulting bitstream is still functional, maybe management will allow me to adopt the new version. If there are any ideas about what could be holding this up, or how I could gather more diagnostic info to debug the license issue, I'd be very thankful.

you mentioned that you see xilinx.lic in the license manager.  Are all of the features of the license also listed and do the indicate that the are valid, matching the hostID (Should be automatic for WebPack) and not expired (They should not expire).  Is there a version limit for the features?

I couldn't find anyway to export license status fro the VLM, so below I pasted the entire contents of the Xilinx.lic file. Thank You, the ISE license was the problem.

When I created the ISE Webpack license on the license portal, I didn't see the Vivado Webpack option there. It took me a while to realize, this was because I already have a Vivado Webpack license issued.

I copied this lic file with the license manager into the Windows machine where I was having trouble. Now everything is working.
