As this is in relation to Vivado 2017.3 and as you are using floating licensing, the issue is due to this:
 
From this Answer Record: https://www.xilinx.com/support/answers/69377.html, you can read that Vivado 2017.3 now uses FlexLM 11.14.1.0, which older floating server machines cannot provide licenses to unless the license utilities version matches or is newer.
Therefore, all of the floating license users must upgrade their license utilities in order for licenses to be picked up in Vivado 2017.3.
 
Is this a case in your situation? Is your floating license UP and running using flexlm utilities (i.e. lmgrd and xilinxd) v11.14? If not, then that is the reason why Vivado can't check out the licenses from the server. Please note that any Vivado releases prior Vivado 2017.3, will work fine using your current version of flexlm utilites e.g. v11.13. However, Vivado 2017.3 (and newer Vivado releases) won't be able to check out this license unless you upgrade your utilities to v11.14. 
 
Can you please open a command prompt and CD to the location such as e.g.: ../xilinx/Vivado_2017.3/Vivado/2017.3/bin/unwrapped/lnx64.o (or, if Windows OS, ..xilinxVivado_2017.3Vivado2017.3binunwrappedwin64.o)
Then, from here, please run this command: lmutil lmstat –a –c @ (e.g.lmutil lmstat –a –c 2100@ANATOLI_PC)
Then please see if lmgrd is UP and xilinxd is UP too and then, see what version of flexlm utilities the server is/was started with? Do you see v11.14 for both lmgrd and xilinxd?
 
If not, then please obtain these utilities from the downloads page (https://www.xilinx.com/support/download.html) and provide the .zip file to your floating license admin (please note that there are utilities specifically for Windows OS and also separately – for Linux). Then ask the admin to unzip this anywhere on the server. Then he needs to start the floating license server using the lmgrd from this location where he has just unzip these. It will then in turn will call the xilinxd vendor daemon (also found from the same location as lmgrd v11.14).  And that is it then, Vivado 2017.3 will then be able to successfully detect and check out the necessary IP license and your issue will be resolved then.

I have checked flexlm with the command you provide and it gives the following information:
 
[detecting lmgrd processes...]
License server status: 2100@wupdev01
    License file(s) on wupdev01: c:XILIN Xwindows_flexlm_v11.6binnt64Xilinx-merged4-modified.lic:
    wupdev01: license server UP (master) v11.6
Vendor deamon status (on wupdev01):
    xilinxd: UP v11.6
 
It means the flexlm is too old for vivado 2017.3 and later version right?
I think I need to update the flexlm :)
Thanks for the help and I will give a feedback after the update.

Indeed, for Vivado 2017.3 (and newer versions of Vivado) to be able to detect and check out your floating licenses, you've need to update your Flexlm utilities (both lmgrd and xilinxd) from v11.6 to v11.14. This can be downloaded from https://www.xilinx.com/support/download.html ->License Management Tools - 2017.4  Utilities
 
This will fix your issue.
