I have seen this issue when you have 2013 or later versions of Microsoft Visual C++ Redistributables installed on the machine.
Open Control Panel and see if you have later versions. If yes, uninstall them.

Here is the error message I see from the log file:

You can install this package from Xilinx Installation location.
Navigate to C:XilinxVivado2016.4tpswin64 and run xvcredist.exe with admin privileges.

Thank you for your reply. I tried this before. It asked me for repair (please see figure below). I did that and it says "setup successful". Whenever I tried to open any related program (e.g., Vivado 2016.4, Vivado HLS 2016.4). It shows me the same message below about Microsoft visual.

I'm trying to generate a License File for Design Edition. I have a SDSoC node-locked voucher I'm trying to activate on Windows 10(Home Edition)

Should I take this to mean any version after 2013 (i.e. 2014,2015,2016..) should be uninstalled and therefor need to use an older version (i.e. 2010)? Or any version of Visual C++  older than 2013 should be uninstalled.

Sorry, this feels like it should be obvious but the term "later versions" could mean different things depending on context.

I faced the same issue while trying to install Vivado HLx 2017.1 on Windows 10 Home edition. As pointed out in the solution, I went to control panel and uninstalled all Microsoft Visual C++ Redistributables of version 2013 and later.
 
However, after doing this step, the installer is still hanged at the same state.
 
Can you please help me fix it?

I'm having the same issue. The installing is stuck in final processing: Launch configuration manager to associate...I'm trying to install vivado 2017.1. I have windows 10 pro. I have looked at https://www.xilinx.com/support/answers/69076.html but none of the suggestions worked in my case. I have tried the following
 

• manually ran the vcredist executable.
  
• vcredist dlls have already been installed.
  
• tried to Run vivado.bat directly. same error
  

Please help me solve this problem. thanks in advance

Can you please share/attache the installation log file (C:Xilinx.xinstallVivado_2017.xxinstall.log) for examination? 
 
Please check your Services settings and ensure that the 'Server' status is Started or Running. For more info regarding this, please check here: https://www.xilinx.com/support/answers/70194.html
 
Can you also please try bypassing the vcredist check with/by setting this environment variable:
XIL_PA_NO_REDIST_CHECK = 1
 
….and then see if you still seeing the same behavior or not? Thanks
