System Generator requires a license that contains the SysGen licensing feature in it. Vivado System edition License includes this feature (refer: https://www.xilinx.com/products/design-tools/vivado.html#buy). If you already have a valid license then please set the XILINXD_LICENSE_FILE environment variable to the location of the license file. You can set this in the Xilinx Vivado License Manager tool (under the Manage License search path tab).
 
 
If this does not help, please attach the license file for further analysis.
If you do not have a license, you can purchase a SysGen standalone license from here: https://www.xilinx.com/products/design-tools/vivado/integration/sysgen.html#buy
 
Note: if you just trying to test this feature out, you can just obtain a free 30 day evaluation license that covers sysgen tool .
