The license file attached here is Vivado WebPACK license.
You need ISE WebPACK license to generate bitstream for this device.
 
To generate ISE WebPACK license, follow the same steps that you followed for generating Vivado WebPACK license.

When I try to get an ISE License, the option doesnt appear in the licenses I can generate. I only get the options attached in teh screenshot below.
The one I installed earlier included (or I was led to believe that) the ISE License.
Thanks for your help, I haven't found a solution anywhere.

The only license I have in Manage License is the one mentioned above.
I had once installed an ISE license on an older computer, and just this year created this license for this one.
Attached is an image of Manage License.
I am tempted to think that maybe I should download Vivado Design Suite: HL Webpack 2015 and Earlier License.
Or could it be a problem of the host?

Thanks for your help, but I solved the problem that day by myself.
For the record, the case and solution is:
CASE:
Had installed ISE project navigator on an older computer in 2014.
Downloaded ISE Webpack License for that computer
The License downloaded was identified differently than the others (it said Pablo-PC I believe, where the other one I had downloaded has and * in that tab)
Downloaded ISE project navigator (same version as the one in 2014) for another computer this year (2016).
Downloaded and activated a license (not an ISE Webpack license, a Vivado of some sort) to use this project navigator on this new computer.
The software worked perfectly fine until trying to implement it on an FPGA (Nexys 3 and Basys 2)
SOLUTION:
Freed the older license (ISE Webpack) again (cant remember exactly how I did it, but it sort of showed I could do that two more times in my life) and the tab that was Pablo-PC became *
Downloaded the ISE Webpack license on new computer and activated ISE project navigator with this new license.
Solved!
