    No target connected, only test module but project is for 16F716.
I have MPLAB X v 4.05 and latest compiler.
I cannot get the DEBUG>RUN DEBUGGER/PROGRAMMER SELF TEST to give a good response. It always gives an error and the ICD4 stays with the leds purple (bootloader is running). They give solid purple/red flash during the test which is an error code.

If the Bootloader is active when you attempt to run the 'Run Debugger/Programmer Self Test' menu item it will fail the self-test an you will get a flashing red indication because the Bootloader does not have the ability to run the self-test. (There should be a better message indicating such -- the self-test is not possible in MPLAB X IDE when the Bootloader is active -- as it is not obvious to customers of this fact.)
 
It sounds like from your post that your MPLAB ICD 4 tool is stuck in Bootloader mode and your MPLAB ICD 4 tool never transitions to the normal tool Application firmware (blue LED) which does have the ability to perform the self-test.
 
I don't have MPLAB X IDE v4.05 installed at the moment to double-check but looking at the release notes I see it says the PIC16F716 is not supported by the MPLAB ICD 4 tool yet.

If your MPLAB ICD 4 tool is stuck in Bootloader mode a quick way to flash in the normal Application tool firmware is to:
1) Launch the MPLAB IPE v4.05.
2) Select a supported part, say, PIC16F1939.
3) Select the MPLAB ICD 4 tool.
4) Click 'Connect'

 
The firmware should be updated and both LEDs should turn blue.
Then if you want to run the self-test, this would be a good time (when both LEDs are blue).
 
Could you try the four steps above to see if have success?

All seems ok now apart from that the two projects I am working on use 16F716 and 16F818 which are not supported! Ah well perhaps the next one?

Great, I'm glad at least your MPLAB ICD 4 has the main Application now flashed in.
(I'm interested in finding out how the MPLAB ICD 4 got into that state of staying in the Bootloader. Was it unplugged during a previous firmware update?)
 
With regard to device support please use the Microchip e-mail (created specifically for the MPLAB ICD 4 tool) in this thread for requesting programming/debugging device support:

I believe the intention of that e-mail was to allow customer-driven prioritization of device support due to the large number of MCUs in the Microchip product line -- to focus resources on customers' immediate needs first.
 
PIC16F716 requires product number AC162054 to allow firmware code debugging support:

You can use the 'ICD4_update@microchip.com' e-mail to inquiry about PIC16F716 programming support and debugging support via the debug header AC162054, and also for the PIC16F818 programming/debugging support.
 
Thank you PBMICRO for taking the time to update this thread indicating that at least your MPLAB ICD 4 is re-flashed and you are up and running except for your are waiting for device support.
 
Does your MPLAB ICD 4 tool pass the self-test under MPLAB X IDE?

yes MPLAB X self test works OK.
As regards why the ICD4 went into bootloader mode, answer is I do not know. Out of the box it connected and tested OK then when I was working with the programmer I realised something was wrong and tried the MPASM X test - and it failed. At this point I realised that the ICD4 was purple etc. etc.
In short I do not know why it went into bootloader mode.
