By saying “...Even though I did the licence procedures, how could it be?”, you meant you went to the product licensing page (www.xilinx.comgetlicenses); generated the webpack license and then followed the instructions from the Xilinx Licensing FAQ page (http://www.xilinx.com/tools/faq.htm), and installed this license as described in the section “Using a Node-Locked License” - > “How/Where should I Install a Node-Locked License Key File?”, correct? If yes, and you still have this error message, can you please attach a copy of your license file and the Xinfo report to this post. To generate an Xinfo report just go to Start -> All Programs ->Xilinx ISE Design Suite 13.x -> Accessories -> Xinfo System Checker and after you ran “Xinfo System Checker”,​ the Xinfo.txt report will be generated and saved in your C(Home Drive):Xilinx13.3ISE_​DScommon folder,​​ as a text file (.txt).
 
Then, we can examine these files and should be able to detect the cause of your problem.

Hi,
 

• Open your license file in any Notepad Editor and check for the version limit. The Line which starts with key word "INCREMENT" will contain information on version limit. You can see the Answer record(33770) for more information on Version Limit. http://www.xilinx.com/support/answers/33770.htm
  

So to use ISE 13.3 your license file should contain a version limit 2011.10 or above.
 

• Webpack license supports limited devices. You can see page number 51-52 in the following PDF to know ISE 13.3 webpack architecture support. http://www.xilinx.com/support/documentation/sw_manuals/xilinx13_3/irn.pdf
  

 

• As suggested by Anatoli, Please attach a copy of License and XINFO file to debug your issue.

After going through xinfo.txt, you have a webpack license with which you cannot use ML605 (virtex6 lx 240t) device. See the follwoing release notes for information on supported devices with the webpack: http://www.xilinx.com/support/documentation/sw_manuals/xilinx13_4/irn.pdf

Your license is already expired.Now you can't proceed as license is checked during MAP phase.So what do is You can use the webpack.Its free with no expiry date but with less features.

You cannot target the device "xc5vfx70t" with ISE WebPACK license. See the supported webPACK devices in ISE 14.7:
 

 
In the attached license file, I observe that you have purchased Vivado System Edition license. So with the purchase of Vivado System Edition license, you will also receive ISE System Edition license. Please follow the same procedure that you used to generate Vivado System Edition license to generate ISE System Edition license. with ISE System Edition license, you can target the device: xc5vfx70t
