Hi 2013.10 is version limit of your license.
2013.10 means Oct-2013 (Not Vivado 2013.10).

Your license is valid for ISE 14.7 but this license is node locked to some other machine you are trying to access on different machine.

You can check that in XINFO HOSTID match section is NO.

The license has XPS feature in it but it is locked to some other machine.

Hostid in license file : 10BF48DDAB24
Hostid of your system : 28d244e87eff

You need to migrate to supported OS which you can get on page #7 of below document http://www.xilinx.com/support/documentation/sw_manuals/xilinx14_7/irn.pdf

Then you need to rehost the license by following steps in below AR
