I see that you have migrated from vivado old version to new version. In these cases, you will need to regenerate the core (reset output products & generate output products) to get through this issue.

I have reset and regenerated the design and I keep getting the same message. Currently doing a new design with just the CFA.

completely re-done the design from scratch (its all completely new). Things are slightly better in that I'm no longer having a problem with the CFA. This seems to be okay but  I'm now having a problem with the chroma filter:
 
ERROR: [Common 17-69] Command failed: This design contains one or more cells for which bitstream generation is not supported:
design_1_i/ISP/v_cresample_0/U0 (v_cresample__parameterized0)
 
xinfo attached. This shows that I have a licence for the chroma:

To check and confirm with which license (i.e., design_linking or Hardware_evaluation) the core was generated, follow below steps:
 
1. Open the project in Vivado.
2. Click on Tools --> Report IP status
3. Check the license cloumn in the output.
