Open Vivado License Manager with administrator privileges and try loading the license file.
 
If you still get the same error message, run the following command from the location bin in the command prompt: xlicclientmgr -p License.xml
 
Also attach yoru license file here.

If you are not finding this .exe, download license management tools from http://www.xilinx.com/support/download/index.html/content/xilinx/en/downloadNav/vivado-design-tools/2014-2.html
 
Extract the downloaded.zip and run the command: xlicclientmgr -p License.xml

I returned the licenses, uninstalled everything and then only loaded the ISE Web Pack. The first time the license manager runs it apears to load the license ok. When I run the application it tells me I don't have a license and fails when I try to load the one I originally loaded. Same as before.
 
I ran the license manager you told me to and I got the Error: Unable to find FNP security runtime shared object
 
I can simulate a file but can't florplan, I saw the error message about not finding values for the following keys.
 
I looked in the registry for XILINXD_LICENSE_FILE and got C:/xilinx as a value
when I looked for LM_LICENSE_FILE it didn't exist.
 
What should I try next?

xlicsrvrmgr.exe/xlicclientmgr.exe requires FNP security runtime shared object.

Solution: set PATH=C:ToolsVivado2014.1libwin64.o

Activation licenses cannot run on ISE!
If you just want to use WebPack license on ISE, you can use a certification based license with file extension of .lic.
