•  Open Vivado License Manager, Select "Obtain License", Select "Get Free Licenses - Vivado WebPACK, SDK, free IP and more", Select "Connect Now". 
  
• After clicking "Connect Now", you should be taken to your account licensing page where your Activation Based WebPACK license will no longer be grayed out.

Hi,
 
There are several reasons which may lead to this problem.
First, xlicsrvrmgr is not used to activate the activation license section. For example, customer may use VLM or xlicclientmgr to activate the activation license and find that he can only generate node-locked license.
Secondary, it happens that a license has already been generated for current machine but user forget to install it.

How are you opening Xilinx Licensing Site?
Follow below steps to activate the floating section:
 
1. Download Xilinx Licensing Utilities from ww.xilinx.com -> Downloads
2. Extract the downloaded .zip file
3. Open command prompt or terminal and navigate to extracted folder.
4. Run command: installanchorservice.exe xilinxd Vivado-Software (Windows) or ./install_fnp.sh (linux)
5. Run the command: xlicsrvrmgr -cr create_request.xml
 
The last command creates a .xml and .html file. Open any of this files in browser and it will navigate to Xilinx Licensing Site. And now you will observe that the licensing is active.

Hi,
 
From 2014.1 there has been changes in Xilinx Licensing schemes.
Instaed of conventional certificate based licensing we are using activation based licensing.
 
In Activation based licensing scheme,Instead of requiring a file to be present to authorize a machine, Activation uses a trusted area on the client or server’s hard-drive to store the authorization credentials. This trusted storage area will automatically be installed and initialized beginning with the Vivado 2014.1 installer. When the Vivado tools look for a license feature, they are allowed to run if this trusted storage area contains the proper authori zation.

Rather than directly opening the Xlinx Licensing site you need to navigate to licensing site through Vivado License Manager ( for node-locked license) and through commandline utilities for Floating license generation.
 
If you are trying to generate Node-locked lciense please follow the below steps.
 
From start menu ->All Programs ->Xilinx Design Tools -> Vivado 2014.1 -> Manage Xilinx Licenses
 
It will open VLM GUI as shown bleow.
Select Obtain License -> Connect Now
It will navigate you to the Xilinx Licensing Site.
Login with your account details you will be able to see the activation based licenses.
 

 
 
The licenses under Activation based license section will be no more greyed out.
 
If you are trying to generate floating license please follow the steps that are mentioned by vinay in earlier post.
