In order to provide the most accurate response, we just wanted to verify a few details:
Which Windows version are you using?
Are you getting that error message from a particular application?
Do you know the version of the graphics driver currently installed on the NUC?
You can see it by getting into "Device Manager" select "Display Adapters", right click where it says Intel® HD Graphics, choose "Properties" and the select the "Driver" tab.

I am running the latest Windows 10 with all updates and the latest drivers for the device downloaded from the Intel site.
 
Strangely I was able to get this working with an external nVidia GPU set as primary monitor.  It appears like the software is looking at the primary display and whatever drivers are associated there.  This may be a common problem among some software, not sure.
 
It appears the NUC has basically two driver sets.  One for the Radeon, the other for the Intel on board.  Do either or both of these support OpenGL direct state access extension?

As you mentioned, yes, the NUC works with 2 different graphics controllers, the Intel® UHD Graphics 630 the Radeon™ RX Vega M Graphics.

The first one that we need to install is the one that belongs to Intel, version 24.20.100.6229:
