In this case, the fact that your Intel® Core™ i9-7980XE Extreme Edition Processor displays 15% of usage on heavy workload apps such as Adobe* Photoshop and Premiere is a very good sign.
The 15% usage does not refer to the processors capability of running the apps, but refers to the actual performance and resources consumed when the app is being utilized.
Depending on the app that you use, and the resources that it takes from your system, the processor’s utilization will drop or increase.
As it increases, the system will be stressed and performance issues can be present, meaning that, the lower utilization, the better for you system.
Based on the screenshot that you added, we can tell that your machine is performing pretty well.
Please let us know, have you experienced any lag, Blue screens or performance issues lately?
Regarding our Intel® Turbo Boost Max Technology, it will basically identify the best performing core to provide increased single-threaded performance. However, this is a dynamic feature, meaning that it will not be utilized unless the system requires its utilization. As shared before, since your machine is performing pretty well, Turbo Boost has no necessity of kicking in.
If you use more apps that demand more core utilization, the system will use the Intel® Turbo Boost Max Technology in order to avoid stress on the unit, and to increase the performance and speed of the machine.

In this case, as shared before, your CPU is running under perfect conditions as it is only increasing to 15% of core utilization.
Apps like Excel will not consume lot resources, so it will not make any difference whether if it works at 5, 10 or 15%, or if you add it from ITBM®
If you want to confirm your CPU’s health and performance, we strongly recommend you to go ahead and stress your unit through our Intel® Processor Diagnostic Tool.

Since overclocking is not supported due to the fact that it can cause system instability, I regret to inform you that I cannot provide you with the steps on how to do it.
However, there are Intel ® public guides that you can follow in order to overclock you machine, just keep in mind that altering clock frequency or voltage may damage or reduce the useful life of the processor and other system components, and may reduce system stability and performance. Product warranties may not apply if the processor is operated beyond its specifications.
