Well if it's Webpack, you may have problems with any 64-bit OS, Windows or otherwise.
I don't know if there is any resolution on Windows except to install a 32-bit version.
 
However Webpack works just fine under OpenSuse 11 64-bit, with the 32-bit compatibility libraries installed.
You have to comment out the "exit" in the setup.sh script where it detects a 64-bit Linux and wants to give up;
it will then happily go on to install, and work.
 
(Other 64-bit Linux distros may or may not work too, if they have the 32-bit compatibility libraries; I haven't tried.)

You said you are trying to install it on 64-bit Vista Home. That chart indicates that none of the Home versions of Vista are supported at all, and futhermore, it says that none of the 64-bit versions are supported.
 
So you need 32-bit XP or Vista Business.

Yes I am thinking of doing a dual boot of XP 32 with the already installed vista 64. My laptop is a HP dv9999nr with 4GB RAM and 250GB harddisk ... I hope that it works out.

ATTENTION!
 
A friend of mine managed to install Xilinx ISE v10.1 (32-bit) on Windows Vista 64-bit (as the 32bit ise is more powerful than the 64 bit version)
 
NOTE: This is a workaround, not supported by Xilinx, use at your own risk!
 
1) Insert your Install DVD, disable your antivirus software
2) Browse to   X:binnt   (X is your DVD letter)
3) Run setup.exe as an administrator
4) Proceed as usual
 
This will install the 32 bit version on ISE, we have tested it and it works flawlessly! (synthesis, fitting, simulation, etc...)
 
We'll try to install ISE v10.1 on Win7 x64, stay tuned!

I had problems installing initially, but after Windows decided it wasn't running right and changed to run in 32 bit mode, it seems to have installed and is running just fine.
 
I haven't played with all the bells and whistles. But it looks like it's working.
 
Use the trick mentioned above for Vista 64, run setup.exe as administrator from binnt

netshark's post is the way that we "work around" this internally.  It's definitely not a supported scenario, but it does appear to work in most cases.  Also, note that on Windows 7 our USB cable drivers are not digitally signed to Windows' liking and most likely won't work for writing to a board (or, will work only intermittently).

- The driver signature can be got around by downloading the USB driver development tools from WinDriver(after installation C:WinDriverredistwindrvr6.*) and installing using the 64bit wdreg.exe from Xilinx ug344_windows.zipinstall_xu***nt64wdreg.exe
- Make sure you have installed 64bit firmware uploader driver from Xilinx(ug344_windows.zipinstall_xu***install_xu***.bat) in first place, because devkit switches USB product-id to progamming cable only after firmware has been uploaded.
 
This will resolve the driver problem for the programming cable. I got this in Win7_ultimate_64bit.
 
 
But if you are using the WebPack installation, you(like me) are still out of luck; because Webpack installation has 32bit iMPACT, which cannot connect to device using 64bit drivers.
 
This above fix will be helpful for people who are installing ISE Foundation 64bit edition may be. But with ISE Foundation i guess the drivers should come handy onboard itself though.

This thread helped me install Xilinx Webpack 10.1 SP3 on my new Win7 Pro 64-bit laptop today, so I just wanted to say thanks to you guys for finding a work around!
 
Have there been any developments with getting the hardware to work with 64-bit Windows and the Webpack version of Xilinx? I'd hate to have my laptop sitting around because I can't use it to program the Xilinx board.

After installing WebPACK 10.1 per the above sequence, and letting it autoupdate to 10.1.03, then I...
 
1) Downloaded and unpacked the TAR file for 13.3 Lab Tools.
2) Ran its main installer (xsetup.exe in the base dir), without any special treatment (no compatibility settings or Run as Admin, etc.).  I mostly followed the installer's default selections, with the following exceptions:
2a) At the 3-checkbox selection, I unchecked the first two and only kept "Install Cable Drivers".
2b) Shortly thereafter, I unchecked "Import tool preferences from previous version and change project file association to ISE Design Suite 13.3".
[Just for clarity: At the end, I accepted/agreed to install all three drivers; Jungo, Xilinx, and Digilent.]
 
I haven't had time to really try it out yet, but on a quick test, ISE WebPACK 10.1.03 seems to work fine, and iMPACT 13.3 looks like it can talk to a Platform Cable USB II; together, that's a workable end-to-end solution for anything but direct SPI programming (since they dropped that capability at version 12.1 or so).

I'm trying to install Webpack 10.1  on Opensuse 12.2 64-bit. I followed the suggestion above about commenting out the if loop in the setup file that checks whether there exists a 64-bit platform. Now the installation begins and i try to enter the 25-digit registration code. I visited the Xilinx website and got some registration codes but they won't work. The Webpack selection is grayed out in the installation GUI. Any suggestion?
