Floating licenses for ISE didn't exist before April 2009 (ISE 11) so they were purchased previously in quantities based on the number of engineers who needed to use the tools. This doesn't track exactly to the new scheme (node-locked or floating). So I'm not sure exactly how they handle this situation.
